All residents should live in warm, comfortable and healthy homes and be able to pay their energy bills. All homes should be highly energy efficient by 2041.

Our homes

Whether you rent or own your home, we can all take action to use less energy. Your Energy Performance Certificate (EPC) will tell you what your home&#39;s current energy rating is.To reduce our emissions more drastically, we will need to make our existing homes more energy efficient (retrofit) and build zero carbon new homes. We’d like to hear from you what you do to reduce your energy use and what support you need from us to do more.What is retrofitting?Whole-home deep retrofits will include insulating walls internally or externally, upgrading all windows and doors, insulating roofs, floors and heating systems, upgrading ventilation systems and connecting homes to low carbon heat and electricity sources. We recognise that homeowners will need support in retrofitting their homes, in terms of technical advice, access to local suppliers and funding.What are zero carbon homes?When new homes are built, developers have to reduce the operational carbon emissions on site. The starting point is an imaginary building that complies with current Building Regulations (Part L), and in Haringey, new homes should deliver a 100% reduction in emissions from that baseline. They can offset their emissions if they don’t achieve 100% – currently they have to pay £95 per tonne of CO2. You can find out more about emissions in new developments and Have a Say in our <a href="https://haringeynewlocalplan.commonplace.is/">New Local Plan: First Steps</a> engagement.What is happening already?Green Home ImprovementsAs a homeowner you can make use of advice and grants to make your home more energy efficient. - The council’s <a href="https://www.haringey.gov.uk/environment-and-waste/going-green/green-home-improvements#greening">Greening Your Home Guide</a> and <a href="https://www.haringey.gov.uk/environment-and-waste/going-green/energy">Energy webpage</a> provide helpful introductions on how you can retrofit your home.- <a href="https://ecofurb.com/">Ecofurb</a> provide an advice service for energy efficiency renovations. First use their <a href="https://app.ecofurb.com/app/">Plan Builder tool</a> to see what you could do at home. An Ecofurb Coordinator can then give tailored advice, help plan the works and get quotations from local contractors. With their advice you can apply to the Green House Grant (see below).- <a href="https://www.gov.uk/guidance/apply-for-the-green-homes-grant-scheme">Green Home Grant</a> of up to £5,000 towards energy efficiency works for landlords and homeowners. Make sure to read what is covered under the voucher, and how much should be contributed by the homeowner.Help with energy billsIf you’re struggling to keep your home warm or to afford your energy bills, you might be able to get certain grants and support. You can also get help if you are impacted by the coronavirus pandemic (see the council’s <a href="https://www.haringey.gov.uk/housing/housing-advice/home-heat-loss/grant-assistance#shine">grant assistance page</a> for more information). Haringey has partnered with the <a href="https://shine-london.org.uk/">SHINE London</a> energy advice service to help reduce the anxiety of paying for large fuel bills, click on the flyer below for more information.

Many buildings are owned and managed by private landlords, and most of Haringey’s businesses are micro- and small businesses. The Energy Performance Certificate (EPC) will tell you what your business&#39;s current energy rating is. The actions in the plan focus on refurbishing existing buildings, energy supply choices, and behavioural changes within the workforce and high standard new buildings.Small businesses use on average between 15,000-30,000 kWh of electricity and 25,000 kWh of gas per year. Energy costs are projected increase substantially in the coming years. Reducing energy use will also future proof your business.The council can directly influence businesses in properties which we own, by implementing energy efficiency measures. We can also work with the largest emitters in the borough (Alexandra Palace, Wood Green Mall, the Crown Court, and Tottenham Hotspur Stadium) to work together to mitigate their emissions.What can you do as a business?There are numerous ways in which you can reduce your environmental footprint. How we travel

Even low-emission motorised transport like electric cars still cause issues with pollution and congestion. The council will therefore prioritise investment and delivery of walking and cycling infrastructure and public transport. A shift in travel behaviour is best encouraged through soft measures such as cycle training or congestion charge, as well as hard measures like reallocating space for cars to greenery, pedestrians and cyclists.Haringey is limited in reducing transport emissions in two ways: 1) TfL has a high degree of control over public transport and key road networks; 2) many journeys start/finish outside the borough. Delivering our objectives will require a significant change in our behaviours and use of private motorised vehicles. This will include cycle sharing, cycle infrastructure, parking restrictions, walkable streets, pedestrianisation and prohibition of vehicle use, controlled parking zones and electric vehicle charging deployment.What are we doing already?Travelling activelyOur <a href="https://www.haringey.gov.uk/parking-roads-and-travel/travel/smarter-travel">Smarter Travel</a> team is very active in encouraging people to walk and cycle. You can access bike maintenance workshops (free in our parks), cycle skills training, the Try Before You Bike scheme, and activities in schools. Walking &amp; Cycling StrategyIn June, the council consulted on <a href="https://haringeystreetspaces.commonplace.is/">Haringey’s Covid-19 Transport Response</a> . It helped us secure a total of £1,239,285 from TfL and the Department for Transport for temporary and longer-term transport measures. Full details are in this <a href="https://www.haringey.gov.uk/news/council-secures-more-1million-promote-active-travel">press release</a> . This consultation also informed the Draft Walking &amp; Cycling Strategy which we will be consulting on after this engagement ends.Clean Car AppAs part of the <a href="https://www.haringey.gov.uk/parking-roads-and-travel/travel/neighbourhoods-future-wood-green">Wood Green Neighbourhood of the Future</a> project, we have partnered with <a href="https://cleancar.io/">Cleancar </a> to offer businesses and residents in Haringey access to the Cleancar app. It records vehicle movements for 2-4 weeks, creates a tailored report, and recommends whether you&#39;d be suitable for a switch to an electric vehicle, which model and how much you could save. The app is free to for Haringey residents and businesses. It can be downloaded from the app store; please register with the code 1f5e3cf5.Electric cars will be exempt from the <a href="https://tfl.gov.uk/modes/driving/ultra-low-emission-zone/ulez-where-and-when">ULEZ charge</a> which will be extended to Haringey in October 2021.<iframe src=https://www.youtube.com/embed/QOzp1vUMOp8></iframe>

How we generate our electricity and heat our buildings is an important part in reducing our carbon emissions. We need to harness renewable energy and wasted heat to power our buildings.

Low carbon energy

Have a look on this live <a href="https://gridwatch.co.uk/">Grid Watch</a> website to see how much renewable energy is being generated today, and compare this to last month or year. The grid needs to balance how much energy we need with how much can be supplied at any time. For example, our demand is especially high at the start of the evening. To tackle the climate crisis, we should be reducing our energy demand as well as making our energy greener.Heating traditionally relies on the combustion of natural gas. But, we can generate renewable energy from resources around us:<li>The sun, with solar panels to generate <a href="https://energysavingtrust.org.uk/renewable-energy/electricity/solar-panels">electricity</a> or <a href="https://energysavingtrust.org.uk/renewable-energy/heat/solar-water-heating">hot water</a></li> <li>The ground, with <a href="https://energysavingtrust.org.uk/renewable-energy/heat/ground-source-heat-pumps">ground source heat pumps</a></li> <li>The air, with <a href="https://energysavingtrust.org.uk/renewable-energy/heat/air-source-heat-pumps">air source heat pumps</a></li> <li>Wind, with <a href="https://energysavingtrust.org.uk/renewable-energy/electricity/wind-turbines">wind turbines</a> on land or in the sea</li> <li>Water, with water source heat pumps or <a href="https://energysavingtrust.org.uk/renewable-energy/electricity/hydro">hydroelectricity</a> schemes</li> <li><a href="https://energysavingtrust.org.uk/renewable-energy/heat/biomass">Biomass</a> , with waste sources, although this is not considered an ideal technology in Haringey</li>Most electricity is generated nationally, but locally generated energy is growing. In Haringey, we are building local networks that will supply homes with heat, these are called Decentralised Energy Networks (DENs – see schematic below). The objective is to connect these DENs to low-carbon heat sources, like the heat that is wasted from the Underground or industrial processes.<img src="https://res.cloudinary.com/commonplace-digital-limited/image/upload/c_limit,f_auto,q_auto:eco,w_1024/v1602675433/projects/haringeyclimatechangeactionplan/9491f1eb-3f9f-4002-aefc-2348e84cf82f.png" />The council, businesses and homeowners should consider replacing their boiler with renewable energy technologies, like solar panels or heat pumps. The Community

Therefore, the support and delivery of action by wider borough stakeholders is vital to ensure delivery of this action plan. This means that all residents need to feel ownership of this ambition and feel empowered to take action.We are also looking to support the development of the low carbon and renewable energy economy to help deliver our action plan.

The Council's emissions

As a local authority, we recognise that we should show strong leadership on averting the dangerous effects of climate change. The council has therefore set the shorter timeframe to reduce emissions: a zero-carbon council by 2027.Key areas to reduce the council’s emissions include:<li>Carbon reduction core to all parts of the council’s operations, in its procurement, service provision, etc.</li> <li>Non-residential buildings</li> <li>Council’s fleet of vehicles</li> <li>Staff travel, events and services</li> <li>Construction of zero-carbon new buildings</li>The council owns (and manages) a range of building types, including schools, libraries, leisure centres, depots, adult and children’s centres, as well as the council and Homes for Haringey’s offices. We will review our operations in those buildings which we own, from which services are delivered and for which we pay energy bills. All these buildings within our control should have a carbon reduction plan. Homes managed by Homes for Haringey fall under the ‘Housing’ actions.

Our Consumption & Biodiversity

Biodiversity, food and waste are all essential parts of creating a sustainable world. Our climate change action plan does not focus on these areas, for reasons set out below.Biodiversity: We are not just in a climate change emergency, we are also in an ecological and biodiversity crisis. These two emergencies are linked and have a lot of crossovers.Food &amp; waste: Increasing the sustainability of the food and other products we buy is one of the ways that we can all make a difference in the fight against climate change. Individually, your decisions on how, where and what kind of food you buy can make a difference. For more information, see our <a href="https://www.haringey.gov.uk/environment-and-waste/going-green/sustainable-food">Sustainable Food</a> page and <a href="https://www.haringey.gov.uk/environment-and-waste/going-green/reduce-reuse-and-recycle">Reducing, Reusing and Recycling</a> pages. Also have a look at the Role of the Community tile to see if there are any local groups about sustainable food, waste and biodiversity you can join.Why are these sectors not included in the action plan?Waste and food consumption are not in the plan because:<li>Waste should be reduced before we even buy our products, this is the ‘upstream’ part of carbon emissions, and relies on large-scale production processes to change.</li> <li>Waste collection services are done by a variety of the council and private companies, so most waste is not within the council’s control. Therefore we cannot measure the full amount of waste the borough produces.</li> <li>Most of the waste is also not processed in Haringey – this is organised within the North London Waste Authority, and there currently is no clear data on what happens to Haringey’s waste after it is collected.</li> <li>Waste is not measured within national or regional data, so we cannot compare any targets to historic performance.</li> <li>Food consumption is a very personal choice, and not within the control of the council.</li> <li>Consumption of food also relies on the supply chain of food production, and whilst locally produced food may be encouraged within Haringey (such as the <a href="https://www.wolveslane.org/">Wolves Lane Centre</a> and <a href="https://www.cropdrop.co.uk/">Crop Drop</a> vegetable bag scheme), a lot of food we consume is produced outside the UK. This is dependent on subsidies, trade agreements, but also the demand for type of food.</li>What is the council doing?We are working with colleagues on their draft Parks &amp; Green Spaces Strategy, which will include protecting and enhancing biodiversity in Haringey.We are setting waste reduction targets within the Reduction and Recycling Plan – managed by our Waste Team, in collaboration with the North London Waste Authority.We adopted <a href="https://www.haringey.gov.uk/news/council-takes-action-against-single-use-plastics">Haringey’s Single Use Plastic </a> (SUP) Action Plan in September 2020. This sets out how we will reduce our plastic waste at council events and buildings, and work with partner companies and organisations to reduce SUP in the wider borough.
